New Construction HVAC: Why Load Calculations Must Happen Before Framing
We got a call last year from a general contractor building a two-story spec home up in the hills above Studio City. Framing was done, drywall was scheduled for the following week, and he wanted a "quick HVAC bid." Problem was, nobody had run a load calculation. The architect had penciled in a spot for a furnace closet that was too small for the tonnage the house actually needed, the second-floor bedrooms had no real duct chase because nobody planned for one, and the plan set showed a single system trying to condition 3,400 square feet of glass-heavy modern construction facing west into the afternoon sun. That job cost the builder real money in change orders — money that a two-hour load calc before framing would have prevented entirely.
This is not a rare story. We see some version of it every week between Sherman Oaks, Toluca Lake, and the new infill builds popping up all over North Hollywood. Framing gets treated as the thing that happens first, and HVAC gets treated as something you figure out later. It's backwards, and it's expensive.
What a Load Calculation Actually Determines
A Manual J load calculation (that's the ACCA industry standard, and it's also what Title 24 energy compliance in California leans on) is a room-by-room engineering calculation of heat gain and heat loss. It factors in square footage, but also window area and orientation, insulation values in the walls and ceiling, air infiltration rates, ceiling height, duct location, and even how many people typically occupy a space. The output isn't a guess — it's a number. This house needs 3.5 tons. This house needs 4 tons split across two zones. This bedroom needs 6,200 BTU/hr and that great room needs 18,000 BTU/hr.
Framing decisions directly change every one of those inputs. Window placement and size change solar heat gain calculations by thousands of BTUs. Ceiling height changes cubic volume. Where interior walls land determines whether you can actually run a duct trunk in a 2x4 wall cavity or whether you need a soffit, a chase, or a completely different distribution strategy. Once framing is locked, the building's thermal envelope is locked, and the load calc becomes a math problem trying to fit a system into constraints nobody designed around.
Do the calc first, and framing can actually accommodate the HVAC system. Do it after, and the HVAC system has to accommodate whatever framing left behind — which in our experience is almost always a furnace closet that's too small, a duct chase that doesn't exist, or a return path that has to punch through an engineered beam.
The Real Failure Modes We See on Job Sites
This isn't theoretical. Here's what actually goes wrong when load calcs happen after framing, or don't happen at all and get replaced with a rule-of-thumb sizing (the classic "square footage divided by 500" or "600 square feet per ton" napkin math that a lot of builders still default to).
Oversizing
Oversized systems are the most common mistake in LA new construction, and it's counterintuitive because homeowners assume bigger equipment means more comfort. It's the opposite. An oversized AC satisfies the thermostat fast and shuts off before it has run long enough to properly dehumidify the air. In a coastal-influenced climate like the Valley in May and June, that means a house that feels cold and clammy — the temperature's fine but the air feels damp and uncomfortable. Oversized systems also short-cycle, which is brutal on compressors and contactors, and it's the number one reason we get warranty calls on brand-new systems within the first two summers.
Undersizing
Less common than oversizing but still real, especially in homes with a lot of west-facing glass — which describes half the new modern builds we see in Toluca Lake and the flats of Sherman Oaks. An undersized system runs constantly during a September heat wave and never quite catches up. Homeowners describe it as "the AC just can't keep the upstairs cool," and by the time we're called out, the equipment's already installed and the fix means either adding a zone, adding a mini-split to supplement, or in the worst cases, ripping out ducts that were never sized for the airflow the house actually needs.
Duct Routing That Fights the Framing
When duct chases aren't planned before framing, installers end up snaking flex duct through joist bays with tight 90-degree turns, crushing the duct to fit through a 2x6 wall, or running trunk lines through unconditioned attic space that should have stayed inside the envelope. Every one of those compromises costs static pressure — which costs airflow — which shows up on the homeowner's end as weak air at the register, uneven room temperatures, and a system that has to work harder than it should to move air it was never given a clean path for.
No Room for Returns
Return air is the part everybody forgets. If interior walls and door swings aren't planned with return grilles in mind, you get bedrooms with a supply register and no dedicated return, which pressurizes the room, forces air under the door, and kills efficiency. A load calc that uses generic national default values instead of California climate zone data is going to be wrong for the specific lot, and Title 24 compliance documentation actually requires the correct climate zone inputs — so this isn't just a comfort issue, it's a permitting issue.
LA and Burbank building departments are also increasingly checking that submitted HVAC plans match Title 24 CF1R forms, and that the equipment specified actually matches the load calc submitted — not just a bigger unit "to be safe." Contractors who show up with a system sized off a rule of thumb instead of an actual Manual J/Manual S combination are increasingly getting flagged in plan check, which delays the permit and delays the whole build. Getting this right before framing means the mechanical plans, the Title 24 documentation, and the actual site conditions all agree with each other before an inspector ever has a reason to ask questions.

How much does a proper load calculation cost versus skipping it? A full Manual J/Manual S/Manual D package for a typical single-family home runs a few hundred dollars when done as part of the design phase. Compare that to the cost of adding a duct chase after drywall is up — that's demo, patching, repainting, and schedule delay, easily running into several thousand dollars, plus the electrical and structural coordination if a joist needs to be worked around instead of planned for.
How much bigger does an oversized system make my utility bill? Short-cycling equipment loses efficiency every time it starts up, and homeowners with meaningfully oversized systems commonly see 15-25% higher summer electric bills than a correctly sized system in the same house, on top of the humidity and comfort complaints.
Does the load calc change if I add a bonus room or convert a garage? Yes, every time. Any change in conditioned square footage, window count, or insulation changes the numbers. This is exactly why "figure it out later" doesn't work — later usually means after the change is already built.
Who is actually qualified to run this calculation? Look for NATE certification and actual ACCA Manual J software use, not a sizing chart. This matters more than most homeowners realize, because a load calc run by someone unfamiliar with local climate zone data or duct design principles can produce a number that's technically "a calculation" but still wrong for the house.
What Should Happen, In Order

- Return air pathways confirmed for every bedroom and major living space
- Mechanical plans reviewed against Title 24 CF1R documentation before permit submission
- Framing crew builds with duct chases, equipment closet dimensions, and return paths already accounted for
- Post-installation, a full commissioning check — airflow readings, static pressure, refrigerant charge — before final sign-off
Notice framing shows up in the middle of that list, not at the top. That's the whole point.
